in the event of future major traffic congestion

Northern will not recruit
anybody at this time owing to an embargo caused by the financial climate. NC
have just dispensed with one Traffic Warden and there is no likelihood
of a replacement anytime soon. When delays occur CI John Chisholm
will ensure that officers investigate the causes but NC will not routinely
deploy officers on point duty
